Follow the paint manufacturer's preparation steps. The surface should be clean, dry, and free of dirt, mildew, chalk, grease, and other contaminants before applying paint. Painting seals the exposed cell structure and makes future cleaning easier — not to prevent rot (PVC won't rot).
